On August 2-5th, 2018, Wang Jiangping, deputy minister of the ministry of industry and information technology, led a team to investigate the development of rare earth industry in Ganzhou city, Jiangxi province and Longyan city, Fujian province, and inspected the South Rare Earth Group Dingnan Rare Earth Mine and Dingnan Dahua. JL MAG Rare-Earth Co.,ltd, Ganzhou Bulaite New Resources Co.,ltd, Ruining Hi-Tech, Changting Jinlong and other enterprises, as well as China Petroleum Rare Earth Catalyst, Zhongdian Branch Rare Earth Scintillation and Laser Crystal, Wuping Industrial Park Rare Earth Overburden Recovery and other projects which under construction, learn more about the situation of rare earth enterprises in the two provinces in terms of resource exploitation, smelting separation, comprehensive recycling, downstream deep processing, environmental protection, etc., and have had discussions with the people's governments of the two provinces, industrial authorities, relevant local governments and key enterprises.

Wang Jiangping affirmed the work carried out by the two provinces in strengthening the management of rare earth industry, creating a good business environment and promoting the development of applied industries in recent years. He pointed out that both Jiangxi and Fujian have formed a relatively complete rare earth industrial system, which takes shape in the aspects of park and industrial cluster, and further exert the decisive role of market in resource allocation, better to play the role of government, to realize the high quality, green and sustainable development of the rare earth industry, we should focus on five aspects: First, adhere to green development, research and develop new technologies for green mining and smelting and separation, thoroughly solve the problem of pollutant discharge such as ammonia nitrogen and high-salt wastewater, and improve resource utilization; second, construct a refined management mechanism for rare earth industry, and refine the index management system for light and medium-heavy rare earths, accurately guide the development of rare earths to green, intelligent and high conversion rate, and expand the functional application of surplus elements such as sputum; thirdly, improve the technical specifications of mining, smelting and separation, resource recovery, etc., and establish demonstration industry for mining, smelting and separation. The fourth is to promote the development and application of new rare earth materials, construction of rare earth functional materials testing platform and application platform at the provincial level, construction of rare earth-related integrated circuit materials production and application demonstration platform at the national level; fifth, standardizing rare earth mining, improving local crushing ore recycling project management mechanism, study and establish an auditing mechanism to clarify the project first, and then determine whether it is a rare earth crushing ore mining.

During the investigation, Wang Jiangping and his entourage also inspected non-ferrous metal smelting and chemical new materials related enterprises such as Zijin Copper, Wengfu Zijin, Wengfu Blue Sky and Sikang Chemical, and actively affirmed the green, recycling and high-quality development model of the enterprise.
