本周稀土市场稀土价格均有小幅下滑。亚洲金属网价格:镨钕金属336-341元/KG，镝铁合金价格1250-1280元/KG，铽金属价格3600-3700元/KG。

This week the market price of Rare Earth has a slight decline. Prices from Asian Metal of this weekend present: PrNd 336-341RMB/KG, DyFe1250-1280RMB/KG,Tb metal 3600-3700RMB/KG.

继6月7日招标会流标后，稀土国储再次被提上日程。22日，国家发改委召集六大稀土集团，进行为期2天的稀土国储商讨会议。会议主要包括两项议程，一是确定参加本年国储集团名单，二是对即将国储的稀土氧化物产品进行议价。

After the first bidding meeting failed on Jun.7, the Rare Earth State Reserve was placed on the agenda again. And on Jun.22, NDRC called Six Rare Earth Group together to hold a two-day meeting on discussing the Rare Earth State Reserve. The meeting mainly included two agendas: the first one is to determine the attendant list of the State Reserve Group and the second one is to bargain the rare earth oxide products which are to be state reserved.

业内人士认为，稀土国储能否顺利成行，关键在于收储价格的确定。

In insider's opinion, whether the Rare Earth state Reserve can be succeeded, the key point is to determine its purchase price.

22日召开的稀土国储商讨会议也被认为是国储招标动员大会。值得关注的是，本次会议召集方由国储局升级为国家发改委，与会方也升级为六大集团高层，显示中央及稀土集团对此次收储的重视度明显提高。

The meeting on June. 22 was also considered as the bidding mobilization meeting of the Rare Earth State Reserve. It was noteworthy that the meeting was called by NDRC instead of SRB, and the attendants were upgraded to Rare Earth Six Group executives, which showed that central authorities and the Rare Earth Group's emphasis on the Reserve was significantly improved.

不过，截至目前，官方尚无此次国储会议消息发布。据知情人士透露，本次会议主要包括两项议程，一是确定参加本年国储集团名单，二是对即将国储的稀土氧化物产品进行议价。

So far, however, there is still not any official news about this meeting. According to an informed source that the agenda mainly includes two points, the first one is to determine the attendant list of the State Reserve Group and the second one is to bargain the rare earth oxide products which are to be state reserved.

“在本次会议中，产品价格仍然是各方博弈。"卓创资讯稀土分析师张伟表示。有业内人士认为，应该正视“黑色"产品对市场的影响，调整招标价格的算法，应该将守法成本、商储资金成本、包装运输成本统统考虑进去，再商定的收储价格。

"During the meeting, the product price is still the focus of the game for all parties." Said by Zhangwei who is the Rare Earth analyst from ZhuoChuang Information. Also from the insider's opinion that the influence of illegal products for the market should be envisaged and adjust the algorithm of the bidding price. The cost of Law-abiding, storage fund and package & transport should all be taken into account, and then the purchase price is finally determined.

事实上，进入6月份以来，稀土价格疲软持续下行，国储政策动向牵动市场神经。张伟介绍，一般7月到8月为稀土行业淡季，稀土下游的应用量不足以支撑市场价格，如果没有收储政策刺激，价格仍将下行。

Actually, since the beginning of this June, weak prices continued downward, the state store policy still affects the market price. “Generally the two months from July to August were regarded as the off-season in rare earth industry and the price is not sufficiently supported by its downstream demands. So if the price is not stimulated by the purchase policy, it will still continue downward." Zhang Wei said.

在张伟看来，除了利用收储政策稳定市场外，还应疏堵结合，打黑与收储同时进行，打击中间贸易商，使用专票进行追踪，逐步考虑将稀土贸易商纳入监控体系。

Furthermore, in Zhangwei's view, besides using the purchase policy to stabilize the market, also based on the principal that keep the illegal crackdown as the purchasing storage at the same pace, the traders are emphatically suppressed and traced by officers, and that putting the traders into monitoring system should be taken into account step by step.

商务部研究院国际市场部副主任白明表示，打击稀土盗采，在政策体系上，不仅需要经济手段的调控，更要逐步完善相应的法律，采取必要的行政干预，在保护生态环境和稀土开发方面取得均衡的发展。

“From the policy system, crackdown against illegal mining is not only by using the economic regulation and control, but also by the gradually improved laws. Moreover, the necessary administrative intervention should be taken to make a balanced improvement on the Environmental protection and Rare earth development." Expressed by Bai Ming who is the Deputy Director of the international marketing dept. of CAITEC.
