本周稀土市场金属铽的价格有小幅下跌，镨钕镝铁价格相对稳定。亚洲金属网价格:镨钕金属328-333元/KG，镝铁合金价格1220-1250元/KG，铽金属价格3000-3100元/KG。

This week the price of Tb Metal has slightly declined while the price of PrNd was relatively stable. Prices from Asian Metal present: PrNd: 328-333 RMB/KG, DyFe : 1220-1250RMB/KG and Tb metal: 3000-3100RMB/KG.

4月13日，海关总署发布数据显示：中国3月份出口稀土4343吨，出口金额20516万元，出口数量环比增长34.04%，较去年同期相比增长114.04%，3月份出口金额环比增长9.91%，较去年同期相比增长58.63%。2016年一季度稀土累计出口数量为11596吨，与去年同期相比增长109.4%，累计出口金额达56736万元，同期增长38.3%。

On April 13th, statistics from the General Administration of Customs showed that China's rare earth export in March was 4,343 tons and the export value was 205.16 million RMB, the export volume rose 34.04% than last month and 114.04% compared to the same period of last year; the export amount rose 9.91% in March than last month and 58.63% over the same period of last year. In the first quarter of 2016, rare earth cumulative export volume was 11,596 tons, which had a growth of 109.4% compared to the same period of last year and the cumulative export amount was 567.36 million RMB, which increased 38.3% over the same period of last year.

2.业内人士分析Analysis of Professional Insiders

稀土一季度出口同比翻番，出口量大增的主要原因在于，中国商务部于去年初取消了实行长达17年的稀土出口配额许可证制度。这意味着，中国稀土出口不再受总额限制，只需凭出口合同即可出口。海关总署数据显示，去年中国累计出口稀土3.48万吨，同比增长25.4%，创历史新高。

Rare earth export in the first quarter doubled compared to the same period of last year, the main reason is that early of last year, China's Ministry of Commerce cancelled the rare earth export quota license system which was in implementation for 17 years long. This means that China's rare earth export is no longer restricted by the total quota; companies can export rare earth only with an export contract. According to the general administration of customs, last year China's total rare earth export was 34,800 tons, which is a year-on-year growth of 25.4% and a new historical record.

这一政策的改变是为了执行世界贸易组织(WTO)于2013年8月作出的裁定。该裁定支持美、欧、日等国申诉，认为中国对稀土的出口限制，违反WTO规则。

The change of this policy is in order to perform the final decision made by World Trade Organization (WTO) in August 2013. The decision supports the appeal from America, Europe and Japan, holds that China's export restrictions on rare earths is against the WTO rules.

中国是全球稀土储量和产量大的国家，储量约占全球总量的23%，却供应了全球超过90%的消费量。作为重要的性战略资源，稀土以持续低迷的售价大量流向海外，已久遭诟病。

China is the country with the largest rare earth reserves and output, its reserves accounts for about 23% of the global total, but supplies more than 90% of global consumption. As an important strategic scarce resource, it has been criticized long time that lots of rare earth was sold to overseas at low cost.

“中国政府并非放弃管控，而是将管控从出口限制转移到了开采源头的限制"，贵金属分析师张伟告诉新闻记者，和钢铁、煤炭等产能过剩行业一样，中国稀土行业也在进行“供给侧改革"，除企业限产、商业收储和国家收储外，还在生产配额上进行调控。"

“The Chinese government does not give up control, the control shifts from the export restrictions to mining source limit", precious metal analyst Zhang Wei told reporters, same as steel, coal and other industries with excess capacity, China's rare earth industry is also in the reform of "supply side", in addition to enterprises production limit, business purchasing & storage and state purchasing & storage, there's also adjustment and control on the production quota.

4月5日，工信部对外公布今年稀土生产总控制计划，矿产品和冶炼分离产品的全国计划总量分别为5.25万吨和4.5万吨，前者与去年保持不变，后者则减少了5050吨，减幅近10%。这一力度在业内看来并不算小。“如果减量再多，就会引起市场疯炒了。"分析师称，这固然可以抬升价格，但也会引起市场不必要的动荡。

On April 5th, the MIIT announced the first batch of rare earth production control plan of this year, the national total ore smelting and separation products plan are 52,500 tons and 45,000 tons respectively, the former remain the same with last year, the latter fell by 5050 tones, this is a nearly 10% decrease, which is considered in the industry as not small decrease. Analysts said" if the reduction were more, it may cause market hype. It can lift the price, but also can cause unnecessary market turbulence."

此次公布的稀土开采指标亦正在向六大集团集聚。矿产品的指标集中度在去年的基础上提升5.2个百分点至99.9%，冶炼分离产品的集中度亦达99.6%。北方稀土集团则以双双过半的占比处于优势，进一步稳固了“南五北一"的格局。

The released rare earth mining quota is also gathering to six big groups. The concentration of mineral quota has increased by 5.2% to 99.9% compared to last year; concentration of smelting separation products is 99.6%. The China North RE Group is in the absolute superiority with more than half of both quotas; further stabilize the pattern of "five in south, one in north".
