1. 重要新闻简报Briefing of Important News

■.本周稀土市场金属价格均有小幅上涨。亚洲金属网价格:镨钕金属331-336元/KG，镝铁合金价格1250-1280元/KG，铽金属价格3050-3150元/KG。

This week all the prices of rare earth material have a slight increase. Prices from Asian Metal of this weekend present: PrNd 331-336 RMB/KG, DyFe 1250-1280RMB/KG, Tb metal 3050-3150RMB/KG.

■.4月28日下午，发改委组织六大稀土集团召开收储会议。会议内容为：落实二批商业收储事项。商业收储共计1600吨，氧化镨钕、氧化镝、氧化铽、氧化铕分别收储1250/250/46/54吨，要求在5月31日前收储完毕。

The National Development and Reform Commission has organized the purchasing and storage meeting with six rare earth groups on April 28th. The meeting is mainly about carrying out the items of business purchase and storage in second phase. Total there will be 1600 tons in second phase business purchase and storage, which contains 1250 tons PrNd oxide, 250 tons Dy oxide, 46 tons Tb oxide, 54 tons europium oxide and request to finish before May 31st.

2.业内人士分析Analysis of Professional Insiders

受商业储备持续进行的推动，稀土价格延续反弹。26日，氧化镨钕报价已达26.5万元/吨；金属镨钕报价33.8万元/吨。另外，氧化镝价格上升至123万元至125万元/吨；氧化铽报价235万元/吨，4月以来累计涨幅近4%。3月底，由稀土企业集团自发开展的稀土商业储备正式启动，目前轻稀土中的镨钕、中重稀土的镝、铽价格上涨明显。

Driving by the continuously business purchase and storage, the rare earth material prices continuously rebound. On April 26th, the quoted price of PrNd oxide is 265000RMB/T; the quoted price of PrNd metal is 338000RMB/T. Besides, Dy oxide price has increased to 1230000RMB/T—1250000RMB/T; the quoted price of Tb oxide is 2350000RMB/T, which increased about 4% in April. At the end of March, the business purchase and storage which spontaneous conducted by rare earth groups has officially began and currently the price of PrNd in light rare earth and the price of Dy, Tb in heavy rare earth has significantly increased.

厂家新动态显示，轻稀土调涨意愿强烈，氧化钕含税出厂报价在25.7万元至26万元/吨，市场基本无现货，导致采购商询盘积极，含税价报高至26.2万元/吨。金属钕销售维持稳定，厂家含税报价在33.3万元至33.5万元/吨。目前市场看涨氛围较浓，预计氧化钕价格将继续上行。Latest news from manufacturer that they have strong willing to adjust the light rare earth price, the quoted price with tax inclusive of Nd oxide is 257000RMB/T—260000RMB/T with no spot products, which leads to active inquiries and quoted price with tax inclusive has reach 262000RMB/T. The quoted price with tax inclusive of Nd metal is 333000RMB/T—335000RMB/T which is relatively stable in sales now. At present the strong bullish atmosphere in the market and the price of neodymium oxide is expected to continue increase.

另外，4月5日，工信部对外公布今年稀土生产总控制计划，矿产品和冶炼分离产品的全国计划总量分别为5.25万吨和4.5万吨，前者与去年保持不变，后者则减少了5050吨，减幅近10%。矿产品指标集中度在去年的基础上提升了5.2个百分点至99.9%，冶炼分离产品的集中度亦达99.6%。按照政策要求，今年6月底前完成全部集团组建工作，整合所有稀土矿山和冶炼分离企业。

Besides,the MIIT has announced the rare earth production control plan of the first batch on April 5th with total national production quantity respectively as 52500tons minerals and 45000tons smelting separation products. The quantity is the same for the previous one but reduce 5050tons of smelting separation products which is around 10%. Concentration of commodity index has rose 5.2% based on the data of last year and reach 99.9% while the concentration of smelting separation products also reached 99.6%. In accordance with the policy requirements, all the group establishment works including integration of all rare earth mines and smelting separation enterprises should be finished before the end of June.

随着后续国储推进，以及在持续打击稀土走私、非法开采等因素推动下，稀土行业经营有望改善。

Along with the conducting of national purchase and storage and strike on rare earth smuggling and illegal mining, the operation of rare earth industry is expected to be improved.
