本周稀土市场行情，镨钕，镝铁和铽价格保持平稳，与上周持平。亚洲金属网价格: 镨钕金属价格404-409元/KG，镝铁合金价格1160-1180元/KG，金属铽价格3800-3850元/KG（上海有色，3850-3900元/KG）。

This week, price of PrNd, DyFe and Tb still kept stable and unchanged from last week. Price from Asian Metal at this weekend presented: PrNd metal 404-409RMB/KG, DyFe alloy 1160-1180RMB/KG and Tb metal 3,800-3,850RMB/KG (price from SMM: 3850-3900RMB/KG).

2012年2月，澳大利亚莱纳斯稀土公司在马来西亚东海岸关丹设立价值超过10亿澳元的全球大稀土提炼厂，是中国以外大的稀土供应基地。由于稀土产生的辐射和有毒废料危害公共健康和生态环境的问题，马来西亚民众、社团与非政府组织均反对莱纳斯废料储存于该国。过去8年里，上百万马来西亚通过各种途径表达了自身的担忧。

In February 2012, the Australian Lynas Rare Earth Corp. set up the world's largest rare earth refinery in Kuantan, on the east coast of Malaysia. It is worth more than 1 billion AUD, is the largest supply base for rare earth outside China. Because the radiation and toxic waste from rare earth endanger public health and the ecological environment, the Malaysian people, associations and non-governmental organizations opposed the storage of Lynas scrap in the country. Over the past 8 years, millions of Malaysian citizens have expressed their concerns in various ways.

马来西亚新政府上台后，反对的声音掀起又一波高潮，该国政府决定成立评估委员会，重新审核该稀土厂的各项指标和运营执照。此前，莱纳斯稀土残留物的储存许可证已在10月31日到期。根据马来西亚能源、科学、科技、环境和气候变化部于10月30日的文告表示，政府给予莱纳斯临时储存废料许可证至明年2月15日。马政府延长该期限是为了让莱纳斯稀土提炼厂(LAMP)旗下的操作评估与废料管理执行委员会重新对该公司的储存和操作废料的方式进行审查和评估。

After Malaysia new government came to power, the opposition voice raised another climax. The government decided to set up an evaluation committee to re-examine the indicators and operating license of this rare earth plant. Previously, Lynas's storage permit for rare earth residues expired on October 31. According to the statement from the Ministry of Energy, Science, Technology, Environment and Climate Change of Malaysia on October 30, the government granted Lynas a temporary storage of scrap permit until February 15 of next year. The reason that the government extended the period is to allow the operation assessment and Waste Management Executive Committee of the Lynas Rare Earth Refinery (LAMP) to re-examine and evaluate the scrap storage and operation way of the company.

根据新公告，马来西亚审查委员会于2018年11月11日在本国关丹召开了听证会。参会人员来自国际贸易投资部、原子能机构、环境部、卫生部、职业安全与健康部、莱纳斯（马来西亚）有限公司和其他有关各方。然而，听证会未产生任何成果。审查委员会预计将于11月27日向部长提交听证会报告。

According to the latest announcement, the Malaysian Review Committee held a hearing in Kuantan on November 11, 2018. Participants came from the Ministry of International Trade and Investment, IAEA, the Ministry of Environment, the Ministry of Health, the Ministry of Occupational Safety and Health, Lynas (Malaysia) Corp. and other relevant parties. However, the hearing did not make any difference. The review Committee is expected to submit a report of the hearing to the minister on November 27.

镨钕稀土市场持稳运行，商家报价持平，氧化镨钕含税31.6-31.8万元/吨，镨钕金属含税40.4-40.8万元/吨。近期镨钕稀土市场商家看待后市意见分歧，部分商家认为当前金属厂备货意愿不足，氧化物市场交氛围清淡，后市镨钕价格或将小幅下滑。此外，近期市场上关于云南海关闭关的消息比较多，云南腾冲海关闭关致使稀土进口量减少，部分企业稀土氧化物产量因此下降，镝铽稀土氧化物价格小幅上调，但受限于下游市场实际交清淡，涨幅有限。（富宝资讯）

PrNd Rare earth market was in stable operation, and the merchant's offers were flat, PrNd Oxide price is 316,000-318,000 RMB/ton incl. tax, PrNd metal price is 404,000-408,000 RMB/ton. Recently, PrNd rare earth market merchants hold different opinions for the after-market. Some believe that the current metal factory is not willing to stock, oxide market transaction atmosphere is light, and PrNd price may decline slightly in the future. Furthermore, the news that Yunnan customs closed spread in the recent market, and the close of Yunnan Tengchong customs resulted in the reduction of rare earth imports. Therefore, Rare earth oxide production of some enterprises declined. Dy and Tb rare earth oxide prices increased slightly, while, limited by the light real transactions in downstream market, gains were limited.
