Project name: JL Permanent Magnet (Baotou) Technology Co., Ltd. High Performance Rare Earth Permanent Magnet Material Base Project (Phase II);

Construction unit: JL Permanent Magnet (Baotou) Technology Co., Ltd.;

Construction site: (1) Magnetic material production site: Rare Earth Application Industrial Park, Rare Earth High-tech Zone, Baotou City, Inner Mongolia;

(2) Site of electroplating line: D5 workshop of rare earth new material deep processing base in Baotou City, Inner Mongolia;

Construction content: In the JL Baotou factory area, new main buildings such as blanks and machining workshops, as well as corresponding public and auxiliary facilities such as power supply, water supply, and gas supply, etc., are newly added blank equipment, machining equipment, packaging equipment, etc. And in the surface treatment workshop of JL Baotou, the new rare earth material industry base, new surface treatment production lines and supporting equipment have been added. After the project is put into production, it will form an annual production capacity of 12,000 tons of high-end magnetic materials.

The total investment of the project: 700 million RMB

2. General conclusion of environmental impact assessment

Based on the above evaluation conclusions, it can be seen that the construction of the proposed project conforms to the national and local industrial policies; the site meets the planning requirements, and the layout is basically reasonable; it meets the requirements of clean production; The environmental impact is small and the environmental risk is within an acceptable level. The construction of the proposed project is understood and supported by the public. Therefore, on the basis of strictly implementing the "Three Simultaneous" system and strictly implementing the environmental protection countermeasures proposed in this "EIA Report" and engineering design, the proposed project is feasible from the perspective of environmental protection.
